dowels at bottom, lift forms over them
- Method 2: Put PVC collar
around dowels, stack wall, drop rebar into dowels and tie down
at top

If your forms have fingers to hold the horizontal bar, alternate
which finger you put the bar in on every block.
Then you can weave the vertical bar by sliding it in from
the top between the horizontal bars.
This keeps the verticals from shifting. Also, put a slight bend in the bar
at the bottom and twist the rebar as you weave it through the horizontals.
This helps you get through the horizontals.
Then at the top tie every vertical bar to the top horizontal
course of rebar. The
weight will keep the forms from floating.

My method is once the first row of blocks is set drill holes into
footings at points where rebar will be most effective. Once the
wall is built drop rebar into each hole and tie it at the top.
